The last of three workshops to be organized within the scope of the project “Russia and Turkey in Global Perspective: The Limits of Convergence” was held on 5 June 2024 at Kadir Has University with the title ” Public Perceptions and Hybrid Influences between Russia and Turkey“.
The project aims to encourage relevant actors, including expert researchers, academics, and policymakers, to reflect on the evolving Russian-Turkish relations and to contribute to foreign policy debate in Turkey. The third workshop was attended by 20 academics, researchers, and journalists from Kadir Has University, Mersin University, Istanbul Bilgi University, İstanbul Ticaret University, Bologna University, Agenzia Nazionale Stampa Associata (ANSA), Atlantic Council, Aposto and Heinrich Böll Stiftung Türkiye Office.
The workshop started with the opening speech of Prof. Mustafa Aydın. In the first part of the workshop, speakers Ayşem Biriz Karaçay, Mitat Çelikpala, and Kaan Kutlu Ataç made their presentations. In their presentations, the speakers discussed the migration movements between Turkey and Russia and the reasons for these movements, the dependency relationship between the two countries and the nature of this relationship, and Russia’s hybrid threat capacity and the effects of this capacity on Turkey. After the break, in the second part of the workshop, in the discussion on the questions raised based on the presentations in the first part, the energy-based interdependence between Turkey and Russia, the symmetrical/asymmetrical nature of this interdependence, the Russian population in Turkey, their activities, the challenges they face and their locations were discussed. At the same time, examples from Turkey were given on Russia’s hybrid threat capacity.
